About Procurement Services

Background

Procurement Services is part of the NHS and is hosted by Abertawe Bro Morgannwg University LHB. It provides a Contracting and Materials Management Service to LHBs and Trusts across Wales. It also has a role in supporting the Welsh Assembly Government in many of its strategies. The Contracting work undertaken ranges from drugs, food, through to utilities and medical consumables. Activities for WAG have recently included contracts for Agency Nurces and Robotic Pharmacy Systems.

Procurement Services has four separate site locations within Wales as follows:

  • Bevan House, Cardiff – Contracting & Consultancy Projects 36 staff
  • Bridgend Stores – Materials Management 63 staff, and Capital Equipping 5 staff
  • Denbigh Stores – Materials Management 25 staff
  • Gorseinon Hostpital - local contracting 6 staff and Capital Equipping 2 staff

A small projects team of 3 staff are currently located at Bocam Park, Pencoed supporting the delivery of the Informing Healthcare Strategy and are included in the above figures.

Procurement Services provides a local capital equipping service to three LHBs/Trusts in the South West of Wales, ie Abertawe Bro Morgannwg University, Velindre, Cwm Taf.

A recent development in the provision of procurement services within the public sector was the establishment of Value Wales by the Welsh Assembly Government. It is the aim of this body to help drive forward collaborative Procurement in the Welsh public sector and improve the overall standards. Procurement Serviceshas been working alongside Value Wales colleagues on a number of fronts to assist with this process and the head of the programme has been invited to sit on our main customer group the Procurement Board. The Director of WHS sits on the group which has developed the sourcing plan for the next few years, and Procurement Services is helping to take forward a number of these initiatives.

Procurement Services includes within the scope of its assessment functional elements such as planning, logistics and IT, some finance and does not include HR.

Procurement Services has partial independence with regard to the extent with which it can set its strategic direction. As an All Wales service provider Procurement Services plays a key role in developing and delivering procurement strategy as part of the All Wales Procurement Board for Procurement Services, LHBs and Trusts in Wales. The Board is responsible for developing a procurement strategy that is adopted by all NHS Wales LHBs and Trusts, responding to national policies, strategies and service developments including for example, ‘Designed for Life', the ‘Healthcare Waste Strategy’ and ‘Making the Connections’.

Procurement Services, as part of Abertawe Bro Morgannwg University LHB complies with LHB policies, Standards, Standing Orders and Standing Instructions as appropriate to the organisation. Procurement Services contributes to the development and implementation of the above through representation at an appropriate forum and/or direct contact with the LHB. Procurement Services has, in addition, developed policies and procedures to supplement the above, meeting our particular needs.
